摘要：剖析发包人迟延支付工程进度款的原因，寻求迟延支付进度款引起暂停施工的触发点，然后从工期以及费用两个方面提出发包人迟延支付工程进度款引起暂停施工的补偿方法。

Abstract：For the suspended construction problems caused by the employer delay progress payment，this paper analyzes the reasons for delay payment of progress payment，and seeks the trigger point of suspended construction caused by delay progress payment. Then，from two aspects of construction period and cost，puts forward the compensation method for the suspended construction caused by the employer delay progress payment.
