政府投资项目招标投标阶段利益相关者权力利益关系研究

摘要:探究分析政府投资项目利益主体权利与利益之间的相互关系。研究结果表明:其招标投标活动的利益相关者主要有八个不同利益主体,其中主管领导、建设单位和投标人居于主导与核心位置;主管领导和建设单位的权力相对具有完备性和完全性,而投资主体、招标代理、监督机构、有形建筑市场和评标人权力具有不完全和不完备性。关键词:政府投资项目;利益相关者;招标投标;权力;利益Abstract:The paper explores the link between the stakeholders of the rights and interests of stakeholders in public investment projects. The results show that there are eight different stakeholders in bidding phase. The supervisor’s leadership,the construction unit and the tenderer are the core stakeholders and have leading position.
