摘要：在对PPP项目招投标阶段主要风险因素识别的基础上，依据风险分担的公平原则、风险成本最小原则、风险收益对等原则、过失原则，得出PPP模式项目招投标阶段风险分担结果：政治风险由公共部门承担，道德风险由导致者承担，工程投标风险由社会投资者承担，经济风险由双方共同承担。

Abstract：Based on the identification of main risk factors in the bidding phase of PPP projects，according to the principle of equity in risk-sharing，the principle of minimum risk cost，the principle of equal venture and income，and the principle of negligence，gets the result of bidding phase risk-sharing in PPP model：the political risk is borne by the public sector，the moral hazard is borne by responsible party，the engineering bid risk is borne by social investors；economic risk is borne by both parties.
