[摘　要]　从传统项目管理在我国管理实践中存在的不足入手，论述基于风险管理的基建项目管理理论建立的可行性。把风险管理的理念从项目管理中的一个模块，提升到项目管理的层面；通过建立基于风险管理的基建项目管理流程，创建静态风险识别工具——风险库、动态风险识别表，构建基于风险管理的基建项目管理理论。

Abstract: The shortage of the traditional project management which carried out in our country is introduced firstly. Subsequently， the feasibility of establishing the construction project management theory which based on risk management is discussed. Risk management is promoted from a module of project management to a new level. Finally， through establishing the construction management flow based on risk management， using the“risk storage” as a method of identifying static risks， and using the identifying table of dynamic risks， the construction project management theory which based on risk management comes into being.
