摘要：传统的电网项目效益评价方法以后评价为主，忽略决策阶段和建设阶段的社会效益评价。为此，采用社会效益评价体系，将电网固定资产投资分为决策期、建设期和运营期三个阶段，结合定性指标和定量指标，构建全周期评价指标体系并进行实证分析，为我国电网建设的社会效益评价提供参考。

Abstract：Traditional methods of grid project benefit evaluation give priority to post evaluation and thus ignore social benefit evaluation of grid projects during decision making stage and construction stage. This paper divides grid fixed asset investment into decision-making phase，construction period and operation period，and then builds the full cycle evaluation index system for social benefit of grid fixed asset investment combining qualitative and quantitative indexes，which can provide reference for social benefit evaluation of current grid projects in China.
