摘要：针对高校建设项目投资控制管理，通过理清投资管理目标，构建项目管理的组织与协调机制，并加强制度文化建设，实行建设项目激励机制，形成以高校作为建设单位的项目投资控制管理体系，促进高校建设项目投资控制管理的整体实施。

Abstract：For the investment control and management of construction project in colleges and universities，the paper builds the organization and coordination mechanism of project management by clarifying the goal of investment management，strengthens the system culture construction，carries out the implementation of the incentive mechanism，in order to form the investment control and management system of construction projects with colleges and universities as the construction unit，promoting the investment control and management of construction project in colleges and universities.
