摘要：根据保障房项目的建设特点，对其规划设计阶段的成本管理策略进行研究。以烟台锦绣新园保障房项目规划设计阶段的成本管理为分析对象，从规划方案、施工图设计、建材选择、车位配置等方面阐述规划设计阶段成本管理的策略及其保障措施，以引导保障房开发企业建立有效的成本控制与管理机制，提高项目的经济效益和社会效益。

Abstract：Based on characteristics of indemnificatory housing，the paper studies the strategy of cost management at planning and design stage. This paper takes the cost management of Yantai Jinxiuxinyuan indemnificatory housing project as an example，discusses the strategies and guarantee measures of cost management from the aspects of planning program，working drawing design，building materials selection，parking space deployment，so as to build effective cost control and management mechanism for development enterprise，and improve the economic and social performance of indemnificatory housing project.
