[摘　要]　系统分析了国际金融危机背景下，国际承发包市场的现状及我国建筑业所处地位。认为因金融风暴所引发的国际金融洗牌，很可能导致国际建筑市场的重新调整。抢抓机遇，拓展我国国际工程承包和劳务合作空间的可能性已经凸现。通过大量实证数据，对我国国际工程承包和劳务合作的战略取向提出具体建议。

Abstract: This paper systematically analyzes the current situation of the international contract market and the position of China's construction industry on the background of international financial crisis, and points out that the international financial “reshuffle” triggered by the “financial storm” may lead to the “reshuffle” of the international construction market. Therefore, the possibility of expansion of China's international engineering contract and labor cooperation emerges and we must seize the opportunity. Finally, some suggestions on the strategic orientation of China's international engineering contract and labor cooperation are put forward.
