[摘　要]　结合专业工程的特点，从设计、投标邀请、招标条款拟定、合同签订与执行各个环节，阐述了对于专业工程如何实现招标目的：工程设计上力求降低投标的准入门槛，投标邀请中着力创造真正竞争环境；在招标条款的拟定上，技术条款充分表达专业性要求，计价条款便于价格评判，评价准则适用；同时加强招标阶段对履约风险的预见评估，确保招标成果的最终实现。

Abstract: Combining with the characteristics of professional engineering, discusses how to achieve the purpose of the professional engineering tender from the various links such as design, bids invitation, preparation of tender conditions and the contract signed with the implementation. We should strive to reduce the access threshold for tender and create a truly competitive environment through detailed engineering design and a wide invitation to tender. In the preparation of tender conditions, the technical clauses should be fully expressed professional requirements, the valuation clause easy to judge, evaluation criteria apply. At last, strengthen the foresight and assessment of the default risk on the stage of tender to ensure that tender results achieve.
