摘要：在分析大型园区管理特点的基础上，研究总控咨询服务的定位、基本任务和工作内容；以大型医学园区的规划设计导则为研究对象，提出园区设计导则的编制思路、编制方法和要领，以期为类似大型园区的规划设计导则的编制和实施提供借鉴。

Abstract：The paper studies the orientation，basic task and work content of project controlling service based on the analysis of the large-scale zone management characteristics. Taking the planning design guideline as the research target，proposes the idea，method and key point about preparing the design guideline，in order to provide a reference for preparing and implementing planning design guidelines for some similar large zones.
