摘要：以全过程造价管理理论和我国现行的建筑业实践经验为支撑，通过明确项目各阶段造价管理的核心数据、梳理各阶段参与编制单位、审核造价数据的单位职责等，提出以协调为重点、以合约体系构建为重心的重大复杂工程造价咨询服务方案。

Abstract：Based on the theory of whole process cost management and the current practical experience in construction industry，this paper points out the cost consulting service plan that concentrates on communicating and coordinating service and the building of engineering contract system for major and complex engineering projects by identifying the core date in each construction stage，teasing the responsibility of the original compiling units，carding the units involved in the preparation of each stage.
