摘要：EPC总承包是高速公路项目建设的新模式。总承包商要承担项目的安全、质量、进度、费用“四大控制”，其中费用控制是总承包商最终能否盈利、盈利多少的决定性因素。本文从总承包商的视角，归纳出高速公路项目费用控制的思路，并从设计、采购和施工环节，对高速公路EPC总承包费用控制进行探讨，重点研究施工环节费用控制的措施。

Abstract：EPC general contract is a new mode of expressway project construction，the general contractor need to undertake expressway safety，quality，progress and cost control，and the cost control is the key factor to make profit. This paper concludes expressway cost control ideas from the perspective of EPC general contractor，and discusses expressway EPC cost control from engineering，procurement and construction aspects，focuses on cost control measures in the construction link.
