基于随机Petri网模型的重大公益工程土地征收流程优化再造—以上海市为例

摘要:在梳理上海市重大公益工程土地征收流程基础上,构建基于随机Petri网的关联矩阵重组算法和同构马尔科夫链性能分析的诊断框架,识别流程运行的瓶颈,提出“流程重构”和“效率提高”两种优化模式进行流程优化与再造,优化后流程经仿真评价验证表现出更高的流程并行度和更短的流程总时耗。关键词:重大公益工程;土地征收;流程优化;随机Petri网Abstract:In this paper,first summarizes the land expropriation process of major public projects in Shanghai,then builds the diagnosis framework with the analysis of correlation matrix reconstruction algorithm and homogeneous Markov chain performance based on Stochastic Petri Net(SPN),distinguishes the bottleneck of process operation. Then,puts forward two process optimization modes and conducts simulation analysis to verify the optimization effects from the practical perspective.
