[摘　要]　在既有公共建筑节能改造中，我国将积极推进合同能源管理的发展，但合同能源管理运作模式还处于初级阶段，还存在很多市场障碍。结合我国的实际情况，分析了合同能源管理三种运作模式的特点以及运行中存在的问题和对策，提出了改进的合同能源管理模式。提出了扶持培育第三方建筑节能的权威认证与评估机构、培育和完善节能服务市场、建立建筑节能融资平台和提高ESCO的技术水平建议，以推进合同能源管理模式在既有建筑节能改造中的应用。

Abstract: Energy management contract （EMC） will be actively developed in energy efficient retrofit of existing large public buildings in China. But the market of energy service companies （ESCO） in China is still in the primary stage. This paper analyses the characteristics of EMC modes and existing problems， and proposes new EMC modes. On the basis of present status， it proposes the suggestion on cultivating and establishing ESCO market， building the assessment and authority institutes for service of measurement and verification （M & V）， pioneering new way of financing and improving technical level of ESCO.
