摘要：在阐述园区开发应用PPP模式优势的基础上，从较低层次和高层次两方面探讨园区综合开发应用PPP模式的基本思路；从项目运作结构、合作内容、运作方式以及回报机制四个方面阐释园区开发PPP模式的核心要素。最后结合现阶段我国园区开发和PPP应用的现状和存在的问题，提出相关政策建议。

Abstract：Firstly，based on the advantages about applying the PPP pattern in the comprehensive park development，the paper discusses the basic idea in the application of PPP model in the comprehensive park development from low level and high level. Secondly，expands the core elements of PPP model in park development in detail from four aspects which contains the project structure，cooperation content，operation mode and return mechanism. Finally，the paper puts forward relevant policy suggestions based on the present situation and the problems existing in park development and PPP application.
