摘要：招标文件和招标工作的质量关系到项目能否顺利执行。本文从招标准备、招标文件编制、开评标等阶段，分析相关的风险，在符合法律法规的前提下，提出相应的应对策略，以保证业主利益合理最大化。

Abstract：The tender documents and the quality of the bidding work can determine successful implementation of the project. This paper from the tender preparation stage，bidding documents preparation stage，open bidding stage and other stage，analyzes the associated risks. In accordance with the laws and regulations，puts forward the corresponding strategies to ensure the reasonable profit maximization of owners in every stage.
