摘要：“互联网+招投采购”作为一种全新业态，可以实现招标采购的跨区域、高效率、更透明和现代化，但发展过程中面临诸多困难和障碍。本文通过对难点问题的分析，从顶层设计、法律法规和实践操作等多个方面提出创新性思路和举措。

Abstract：“Internet plus”bidding procurement has become a new format，can achieve the procurement of cross regional，efficient，transparent and modernization，but the development is still facing many difficulties and obstacles. This paper through the analysis of the problem，puts forward ideas and measures from the top-level design，law and practice and other aspects.
