摘要：随着我国工程总承包业务的发展和工程建设主体责任的加强，应对现有工程管理技术文件的报审进行相应的补充和完善。从现行相关规范的角度，分析以设计为主体的工程总承包项目中施工组织设计的报审问题，并初步梳理相应的报审程序，为工程总承包项目管理及政府主管部门和行业协会制定相关办法提供

参考。

Abstract：With the rapid development of engineering procurement construction（EPC）and strengthening of construction main responsibility，should replenish and improve the engineering and technical management documents correspondingly. According to current relevant cords and specifications，the paper explores the construction organization plan of EPC which design is main body，and combs the corresponding process preliminarily. The conclusion will be referable for EPC management and the government departments to formulate relevant policies.
