摘要：首先梳理PPP模式在电力建设企业中应用情况，从政府、企业管理及市场引致的角度识别电力建设企业PPP项目的10种风险，并采用头脑风暴法、风险预测图法确定关键风险因素。然后以葛洲坝贵阳综合保税区PPP项目决策和设计阶段风险应对的实践经验为例，提出建立风险分担机制、完善决策流程等电力建设企业PPP项目风险的应对措施。

Abstract：The paper combs the application situation of PPP mode in electric power construction enterprise，identifies 10 kinds of risks in PPP projects from the aspects of government，enterprise management and market，determines the key risk factors with brainstorming method and risk prediction diagram method. Then，takes the dealing experience in the decision-making and design stage in Gezhouba Comprehensive Bonded Zone of Guiyang as an example，proposes risk solutions for the power construction enterprises PPP projects，such as establishing the risk sharing mechanism，improving the decision-making process.
