摘要：将施工合同实施的目标分解为合同双方共同目标、当事人个别目标两个层次，提出合同实施的根本目标是建造一个符合合同意图的工程，合同当事人在这一层面上的目标完全一致；业主的个别目标是得到一个“满意的工程”，承包商的个别目标是使公司利益最大化。这一提法，修正了关于业主的合同目标是以最短的工期、最低的投资得到一个质量最高的工程，承包商的目标是实现项目利润最大化的传统理论。

Abstract：The implementation targets of construction contract can be decomposed into two levels，which are the common target of both parties and the client’s individual target. The fundamental target of contract implementation is to build a project which could fit the contract intention，the contract parties are accordance in this level. The individual target of owner is to get a satisfying project，but the contractor’s individual target is to maximize the corporation’s profits. This formulation fixed the traditional theory that the owner’s contract target is to get a highest quality project with the lowest investment in the shortest time，while the contractor’s target is to realize maximized profits in this project.
