[摘 要] 在研究住房可支付能力涵义的基础上,主要研究了购房贷款月还款能力,提出衡量购房贷款月还款能力的主要指标应该是家庭购房贷款月还款额与可支配收入之比。以南京为例,进行了实证研究,得出如下结论:城市住房困难家庭中的中等偏下户购房可支付能力极弱,中等收入户很弱,中等偏上户较弱。在购房可支付能力较弱而又不大可能大幅度降低房价和提高家庭可支配收入的情况下,国家可采取务实性的土地供应政策、灵活性的金融政策和扶持性的税收政策等,循序渐进地提高城市中等收入住房困难家庭购房的可支付能力。

Abstract: Primarily establishing the definition of “housing payment capacity” (HPC) as its research foundation, this paper mainly studies the monthly payment capacity of housing loan and proposes that the main index for the evaluation of “monthly payment capacity of housing loan” should be the ratio of “family monthly payment” to “family monthly disposable income” (within the same family). Taking the data from Nanjing as an example, the authors conduct an empirical study and conclude that among families experiencing housing difficulties, the HPC of the ones with below-average income is extremely low, the HPC of those with average income is very low and the HPC of those with above-average income is relatively low. Facing the fact that HPC is low as a whole while there are no possible means to cut housing price or to raise family disposable income greatly, the government could adopt practical land supply policies, flexible financial policies and supportive taxation policies in order to gradually improve the HPC of medium-income families experiencing housing difficulties in urban areas.
