摘要：根据目前城市轨道PPP项目实际运营情况，通过建立计算模型将政府对PPP项目的补贴进行量化，从而使政府对PPP项目的补贴有理可依。然后运用蒙特卡罗模拟方法对北京地铁4号线的项目收益进行分析，通过该模型测算出补贴调整结果，并以项目收益NPV大于预期合理收益NPVθ的累积概率作为衡量补贴调整决策是否合理的标准，证明该模型用于合理分担风险的可行性和有效性。

Abstract：According to the actual operation situation of urban rail PPP projects，this paper quantifies government subsidies to the project company through establishing calculation model，thus makes the government subsidies to the project company validly. Then，applies Monte Carlo simulation to analyze the project benefits of Beijing metro line 4，measures and calculates the adjustment result of subsidy，and takes the cumulative probability of project NPV greater than the expected NPVθ as a criterion of evaluating the reasonability of subsidy adjustment decision，which proved the feasibility and validity of the decision model.
