摘要：分析当前保障房建设中公私合作的基本应用模式和改进模式，对不同模式中社会资本和政府的关系及资金流向进行探讨；以美、英两国为例，分析其保障房发展中鼓励社会资本参与、促进社会经济融合方面的激励性措施，得出可供我国参考的启示；就推动包容性公私合作模式在保障房领域的发展提出灵活采用合作模、鼓励引入社会资本等对策建议。

Abstract：This paper analyzes the basic PPP mode and improved PPP mode in affordable housing supply，discusses the relationship between social capital and government in different mode and money flow；taking United States and Britain for example，analyzes how encourage social capital to participate and foster social and economic integration and other incentive measures；proposes some countermeasures to promote the development of PPP mode in affordable housing supply from flexibly using the cooperein mode，encouringing the introdiction of social capital，etc.
