摘要：剖析保障房前期审批流程存在的不足，在此基础上将企业流程优化的ESIA方法引入保障房前期报批报建流程中，通过清除流程、简化流程、整合流程、实现流程自动化四步对保障房前期审批程序进行优化，并从审批标准化建设、制定法律法规、完善监管体制和创新监管方式方面提出保障实现流程优化的措施。

Abstract：On the basis of analyzing the deficiency of preliminary administrative examination and approval in public housing，the paper introduces ESIA to the process optimization of the preliminary administrative examination and approval in public housing，optimizes the preliminary administrative examination and approval of public housing construction projects by removing process，simplifying process，integrating process，implementing automatic process. At the same time，puts forward the measures which ensure the realization of process optimization from enacting the standards of administrative examination and approval，regulating laws and improving supervision system and innovating regulatory approach.
