摘要：公租房物业管理中“搭便车”问题突出，严重阻碍其持续运行。以重庆市为例，在分析公租房物业服务属性及特点的基础上，依据集体行动理论剖析公租房物业管理中存在的三种矛盾，进而提出优化物业管理模式和物业公司选聘方式、优化物业管理资金获取途径、优化物业服务费收费方式、强调物业公司的社会责任、加强公租房物业监管等对策，以期为我国公租房物业管理走出困境提供参考。

Abstract：The free ride problem is obvious in property management in public rental house，and seriously prohibits the development. Taking Chongqing as an example，based on analysis of the attribute and characteristics of property management，the paper analyzes three contradictions in property management in public rental house with the theory of collective action. Then，proposes countermeasures of optimizing operation mode and employment of service company，as well as the way to collect fees for property service，emphasizing social responsibilities of the property companies and strengthening supervision，providing reference for the public rental housing to get out of predicament.
