[摘　要]　随着我国经济社会的发展和改革开放的深入，大型公共建筑在人们的生产、生活中发挥了重要的作用。近年来许多新技术、新材料、新工艺的引入，由于风险评估管理制度缺位和系统性的缺乏，致使大型公共建筑易发生重大安全事故，给国家和人民的利益造成损害。本文从系统学的角度构建了大型公共建筑全生命周期风险评估体系，并提出相关配套法律建议。

Abstract: With China's socio-economic development and the deeper of reform and opening-up， large-scale public buildings have been playing an important role in people's production and life. In recent years， many new technologies and new materials were introduced in the project. Due to lack of risk assessment management system and the lack of systematic， there have been major accidents to damage interests of the country and people. From the point of view of systematics， the whole life cycle risk assessment system was established and related legal advices were recommended in the article.
