[摘　要]　代建制作为政府投资体制改革探索的一种模式，存在着代建单位的法律地位不明确、代建单位的责、权、利不统一、代建合同不规范等诸多矛盾。笔者通过参与中央政府投资首个代建制试点项目的代建工作，对代建制试点项目进行了总结、思考，并对推行代建制提出了几点建议，以期对政府投资项目实行代建制进行有益的探索。

Abstract: As a policy reform of government invest management， the agent construction system has some problems such as ambiguous law status of agent， confusion of obligation，power and benefit for agent， nonstandard agent contract and so on. Based on participating in the agent work of the first experimental unit of central government investment project， the author summarizes the experience and puts forwards some corresponding suggestions for improving this policy.
