摘要：在明确村镇建设标准体系实施绩效评价目标及其评价目的的基础上，根据村镇建设随地区、项目等不同的实际，按照评价体系框架统一、具体指标灵活设计的思路，从完善程度、实施程度、实施效益三个方面建立由概括性二级指标组成的评价框架，再进一步细化出具体的三级指标；最后，分析评价指标体系实施流程及运用过程的注意事项。

Abstract：On the basis of the goal and objective of the performance evaluation of village and town construction standard system，and according to the fact that village and town construction varies by region and project，the paper builds the evaluation framework consisting of the recapitulative second index from the aspects of perfection degree，implementation level and implementation benefits，following the idea of the unity of evaluation system framework and flexible design of indexes. Then，gives the detailed third grade indexes based on general two level indictors. Finally，analyzes the operating process and the points for attention.
