摘要：举证责任转移是在诉讼中将传统的原告举证制变为被告举证制的诉讼制度，在我国的民事诉讼中有其特定的应用条件和实际意义。本文结合工作实际，研究讨论引用举证责任转移制度尝试解决建设工程招投标活动中投标报价低于成本认定这一较为复杂的问题，为相关工作和研究提供参考和借鉴。

Abstract：Responsibility transfer of adduce evidence is a lawsuits system that transfer the traditional plaintiff evidence system to defendant evidence system，has its special application conditions and practical significances in our national civil suit. This paper，with due considerations of practical works，makes further study of responsibility transfer of adduce evidence to solve the complicated problem that the bidding price is lower than actual cost in construction engineering tender process，provides a reference for related works and research.
