摘要：概述城市轨道交通前期工程的范畴及特点，指出前期工程投资控制的重要性，结合西安市地铁工程实际，分析前期工程的投资控制现状及难点，提出前期积极介入、重视客流预测、规范招标工作、严审拆迁范围、规范过程管理等加强城市轨道交通前期工程投资控制的措施建议。

Abstract ：The paper summarizes the category and characteristics of the preconstruction of urban rail transit，points out the importance of the investment control of preconstruction . Combined with the practice of Xi’an Metro，analyzes the present difficulties and situation of the investment control of preconstruction，puts  forward that the investment control of preconstruction should be enhanced by the following aspect ：getting involved from the early intervention，paying attention to the volume of passenger forecast，regulating the bidding procedure，strictly censoring the scope of resettlement and standardizing the process administration.
