摘要：系统分析新加坡淡马锡控股公司案例，总结其管理的先进经验；结合我国PPP项目应用过程中的相关风险，将PPP项目风险管控划分为治理架构和业务流程两个层面，分别阐述淡马锡模式下我国的PPP项目风险管控机制设计。

Abstract：The paper systematically analyzes the cases of Singapore’Temasek Holdings company，summarizes the advanced experience of management. Combines related risks of the PPP projects in China，divides the PPP project risk management and control into the governance structure and business process. Then，respectively expounds the design of risk management and control system of PPP projects in China based on Temasek model.
