摘要：为有序实施公私合作项目，切实发挥其融资和管理优势，基于政府角度探索建立PPP项目储备的长效机制。首先分析PPP项目储备机制的必要性，然后论述包括PPP中心设想、PPP项目储备机制的内容和储备运作流程的储备机制的建立。并在上述基础上针对政府如何高效供应PPP项目提出建议。

Abstract：To promote the implementation of PPP projects in an orderly manner and develop the dominant position of its financing and management，this paper explores the long-term mechanism of PPP projects reserves based on the government perspective. First，analyzes the necessity of the PPP projects reserve mechanism，then discusses the establishment of the PPP projects reserve mechanism，including the idea of PPP center，the contents of the PPP projects reserve mechanism and the operation process of PPP project reserve. On this basis，proposes rationalization proposal for the government to effectively supply PPP projects.
