[摘　要]　从政策法规、标准制定、融资渠道以及合同方式等方面对国外合同能源管理进行实践分析，概述了国外实施合同能源管理的理论研究成果。基于我国合同能源管理实践，概括了我国实施合同能源管理的特点，提出深入开展合同能源管理税费体制改革和服务专业化的发展方向。

Abstract: This paper analyses the practice of energy performance contract in aboard from policy regulation, criterion making, financing channel and contract mode and so on. It also sums up their research achievements. Based on the practice of energy performance contract in China, it summarizes its characters, and puts forward some direction to tax system, serving specialization and so on.
