[摘　要]　在对国内外文献广泛阅读与分析的基础上，遵循风险分担的原则，对于PPP模式的主要43种风险因素在政府和私营机构之间进行了分担。并结合国内外典型PPP项目工程案例，对由政府承担、私营机构承担、双方分别承担和双方共同承担的各种风险因素进行了详细的分析。研究结论对于PPP项目在实际中的应用具有借鉴和指导意义。

Abstract: Based on a comprehenive review of international literatures, 43 major risk factors for PPP forms have been allocatded between public and private sectors according to the risk sharing principle. On the basis of some typical international PPP cases, various risk factors that may be shared by government and private sectors, respectively, or shared by all of them have been analyzed in detail. The result should be meaningful for promoting and guiding PPP projects.
