摘要：阐述“互联网+PPP”运作模式的内涵，基于SWOT战略模型，分析新型城镇化背景下“互联网+PPP”运作模式的内部优势和劣势，以及外部机会和威胁，并分别形成SO战略、WO战略、ST战略、WT战略的四象限战略矩阵，提出新型城镇化背景下“互联网+PPP”运作模式的战略规划。

Abstract：The paper explains the connotation of “Internet+PPP”operation model，based on SWOT model，analyzes the strengths and weaknesses of the internal environment of “Internet+PPP” operation mode under new urbanization，the same as opportunities and threats of the external environment. Then，analyzes four quadrant strategic matrix including SO strategic，WO strategic，ST strategic，and WT strategic. Finally，proposes the strategic planning of using “Internet+PPP” operation model under new urbanization.
