摘要：首先分析我国现行工程施工合同备案制度存在的主要问题，然后论证改革建设工程施工合同备案制度的必要性，最后提出调整监管理念、工程发包方式、相关行政审批手续及司法规则等现行建设工程施工合同备案制度的调整建议。

Abstract：This paper analyzes the problems existing in the current construction engineering contract registration system of China，and then discusses the necessity to reform the system. Lastly，gives adjustment suggestions from aspects of supervision ideology，engineering contracting methods，administration approval procedures and judicial rules for the reform of current construction engineering contract registration system.
