摘要：当前，资金短缺与融资渠道单一在一定程度上制约着保障性住房的建设进程。通过对地方政府和民间资本在参与保障房建设的行为进行博弈分析，论证民间资本参与保障房建设的必要性和可能性；借鉴发达国家和地区在保障性住房建设和融资模式的成功经验，提出我国民间资本参与保障房建设对策建议。

Abstract：Funds shortage and single financing channels have become the main bottleneck of the affordable housing construction in contemporary China，and restricted process of the affordable housing construction in some degree. Through the gambling analysis on the local government and the private capital investment in affordable housing construction，this paper demonstrates the possibility and necessity of private capital entering the construction of affordable housing，and learns from successful experience of developed countries and regions in affordable housing construction and financing mode，proposes our government some suggestions on the private capital investment in the construction of affordable housing.
