摘要：从EPC总承包的视角，针对项目实施阶段的特点，提出费用控制措施。其中详细设计环节主要措施：编制费用计划和控制指标，优化设计方案；采购及施工环节主要措施：把握采购管理，合理控制施工费用，做好进度结算与付款等。

Abstract：From the perspective of EPC general contractor，considering the characteristics of EPC project execution stage，proposes the key measures for cost control，detailed design link includes：formulating cost plan and control index，optimizing design scheme，project procurement and construction link includes：grasping the procurement management，reasonably controlling construction cost and completing schedule settlement and payment，etc.
