[摘　要]　以西安市基础设施建设投资总公司为例，分析市政基础设施投融资企业发展中面临的债务负担重、资金利用效率低、企业运营成本大、激励约束机制不到位等问题，并提出促进市政基础设施投融资企业健康发展的对策。

Abstract: Although the establishment of municipal infrastructure finance and investment enterprises drives the development of municipal infrastructure, it still exists many problems, such as the over weight of debt burden and the pressure of business operation, that affect its further development. This paper analyzes the problems infrastructure finance enterprises faced with, and gives some suggestions that can promote these enterprises to develop healthily after a case study on Xi'an Infrastructure Investment Corporation.
