[摘　要]　2008年1月3日国务院颁布了《关于促进节约集约用地的通知》，对我国现有建设用地和农村集体建设用地的利用提出了明确的要求。本文从法律的角度出发，结合历年来政府有关部门的相关文件，对本次《通知》中涉及建设田地的相关规定进行解读，以期有利于相关部门及市场各方更好地理解和执行。

Abstract: On January 3, 2008, the State Council promulgated The Circular on Promoting Economical and Intensive Utilization of Land, setting specific requirements on China's existing building land and rural collective building land. This paper, with reference to relevant government policies over the years, interprets the provisions of this circular from legal perspective, with a view to help relevant departments and market members to better understand and implement this circular.
