[摘　要]　提出了以效率为主导的保障性住房合理供给的概念，围绕合理供给目标，运用住房过滤与梯度消费理论，分析我国城镇住房保障现行政策，论述了建立在对住房消费合理分层基础上的保障性住房合理供给的思路，构建了梯度消费模型，分别从梯度消费结构的形成、供应体系的统筹发展、运行机制、相关制度建设方面，论述了梯度消费模型动态地实现住房保障的合理供给的运行构架。

Abstract: Puts forward the concept of ensuring housing's reasonable supply leading by efficiency. Centering on the object of reasonable supply， using housing filtering and gradient consumption theory， analyses current ensuring housing policies in our urban， discusses the establishment thought of ensuring housing basing on the reasonable supply of housing consumption， constructs the gradient consumption model and discusses it's operating structure to implement the reasonable supply of ensuring housing dynamically from the form of gradient consumption structure， the overall development of supply system， operation mechanism and related system construction.
