摘要：全面预算管理一直被认为是房地产企业管控中的一个难题。对时代地产公司全面预算管理的实施进行梳理分析，总结其经验：依托科学的预算编制方法、预算与战略衔接，支撑战略落地、建立全方位多层级的预算控制分析体系、建立完善的预算考核机制，最终实现闭环式管理控制。

Abstract：Comprehensive budget management in the real estate enterprise has always been considered as a puzzle. This paper makes a comprehensive theoretical analysis of Shidai Group’s budget management，and summarizes the successful experience，including relying on the scientific budgeting method，linking budget and strategy to support strategy，seting up a multi-level system of budget control and analysis，establishing a comprehensive budget examination system. By the series of measures，it achieves closed-loop management finally.
