摘要：梳理PPP在国内外的发展现状，分析三个典型PPP案例，总结得出五点启示：明确PPP项目与合作伙伴选择标准、确保监管独立并促进公众监督、风险分担与利益分配兼顾公平效率、创新融资方式并完善价格形成、创新理念探索多元化PPP模式。最后对PPP模式2.0进行初步探索，旨在实现风险分担，提高PPP项目的盈利能力。

Abstract：First，the paper summarizes PPP’s current developing situation at home and abroad. Then，it analyzes three typical PPP case in-depth，identifies five main enlightenments，including determining selection criteria of projects and cooperative partners，guaranteeing independent supervision organization and public supervision，risk allocation and profit distribution need to balance equality and efficiency，improving innovative financing options and pricing mechanism，creating multi-dimensional PPP modes. Finally，it explores PPP 2.0 preliminarilly in order to properly allocate risk and profit in PPP projects.
