摘要：为适应行政管理体制改革对监理行业发展的影响，剖析工程监理存在的问题及原因；针对影响行业发展的制约因素，提出政府需简政放权以及逐步取消强制监理，倡导多层次的监理咨询企业，试行个人执业的工程咨询模式，构建监理机构工作质量考评体系、监理诚信与动态监管机制，改革监理招投标的评标方法等建议。

Abstract：To cope with the impact of the national administrative management system reform on supervision development，the paper analyzes the problems and reasons of engineering supervision. For these restrictive factors，it puts forward relevant suggestions that the government needs to simplify administrative procedures and cancel mandatory supervision gradually，advocating multi-level supervision consulting companies，tring out personal consulting practice mode，building supervision quality evaluation system，supervision integrity and dynamic regulatory mechanisms，reforming supervision bidding evaluation method，etc. so as to promote the development of the industry.
