摘要：非强制性监理改革是深化建筑业改革和发展的重要内容。从工程质量治理和监理业现状阐述监理制度改革的必要性；结合住建部有关精神，提出监理企业应转型升级、兼并重组、做优做强的发展对策。

Abstract：The reform of non-mandatory supervision is an important ingredient in the deepening reform of construction industry in china. The paper expounds the necessity of reform from the engineering quality control and supervision industry status. Combined with spirit of MOHURD，puts forward the suggestions of tranformation and upgrading to PM enterprise，the merger and reorganization，becoming more superior and powerful.
