摘要：PPP是当前政府力推的一种吸引社会投资的投融资管理模式，虽然政府对其愿望比较强烈，但社会资本顾虑重重且参与的积极性不高。从推介与实施时滞性、信息透明性、投资收益吸引性角度分析影响PPP项目推进难的原因，在此基础上，结合一些认识误区，提出推进PPP项目的建议。

Abstract：The government is striving to promote PPP that is a financing model for attracting social investment. Although their willingness is strong，social investment is full of worries and has not high participating enthusiasm. This paper analyzes the difficulty of PPP promotion in terms of time lag，information transparency and investment return，and provides several suggestions on PPP model application in consideration that the government has some misunderstanding of PPP model.
