施工扬尘防治中的政府角色及政策偏好研究

摘要:基于我国建筑业的阶段性发展特征,结合国外扬尘防治的政策实践,阐述我国施工扬尘防治工作中的政府角色;分析38个城市的政策与法规数据,归纳施工扬尘防治政策的5个措施维度。建议引入多维度集成的一体化控尘政策方案,进一步细化、明确、设计现有政策内容,以提升我国施工扬尘的防治效果。关键词:建设工程;扬尘防治;政府角色;政策分析Abstract:Based on the combination of construction industry’s phase characteristics in China and related policy practices from abroad,expounds the role of government in dust control. Through the inductive analysis of controlling policies issued by 38 Chinese cities,summarizes the 5 measure dimensions construction dust prevention policy.
