摘要：以苏州市2002～2012年11年间出台的有关联性的住房公积金贷款调整系列政策为例，通过对比政策出台前后贷款受益面的变化情况，具体分析政策在“公平性、互助性、保障性”三方面的实施效果，展开住房公积金贷款政策的后评估研究，并从政策发布机制和连续性等方面提出了改进建议。

Abstract：Based on comparison methods，taking series of housing provident fund loan policies between 2002 and 2012 of Suzhou as an example，this paper launches post-evaluation research of housing provident fund loan policies by comparing the continuous changes of benefit effects of the loan policies，and analyses their implementation effect in three aspects of fairness，mutual aid and indemnificatory. It points out the problems of housing provident fund loan policies，and provides suggestions of policy releasing mechanism and continuity.
