[摘　要]　从两个方面论述了对工程项目造价管理的认识和理解，通过对建设项目实施过程中各参与单位职能、工作特点的分析，阐明了工程造价管理是一门独立的专业学科；通过对各阶段工程造价控制方法的分析，阐述了工程项目造价全过程控制应采取主动控制的方式。

Abstract: This paper explains the author's recognition and understanding on Engineering Project Cost Management（EPCM） from two aspects. Through analyzing the function and working characteristics of each unit in the project construction, it is concluded that EPCM is an independent specialty; through analyzing the cost control solutions for various stages of the project execution, it is discussed that whole procedure control of construction cost should be an active action.
