[摘　要]　首先介绍了北京市政府投资项目实施“代建制”建设管理模式改革的总体情况，接着从五个方面分析了实施“代建制”模式实践中存在的主要问题，在此基础上，从相关法规建设、政府与社会监管体系、代建单位选择的评价指标体系、代建单位的绩效评价制度等六个方面提出了建立与完善北京市政府投资项目“代建制”建设管理模式改革的具体对策。

Abstract: The paper first presents the general situation about implementing agent-construction system on government investment project in Beijing, then analyzes main problems existing during implementing agent-construction system on government investment project, finally puts forward concrete countermeasures on setting up and perfecting the system, which include to draw up and perfect related laws on implementing agent-construction system， government supervision and social supervision system, appraisal index system on the scheme of agent-construction project, performance evaluation system to agent-construction company, and to set up specialized construction management institute of government investment project.
